NDIS Replacement Support: What It Is and How to Apply

The National Disability Insurance Scheme (NDIS) offers participants the flexibility to tailor their supports to meet their evolving needs. Sometimes, an NDIS-funded support no longer serves its purpose effectively, or a better alternative becomes available. In these situations, Replacement Support allows participants to swap an existing service, item, or piece of equipment for another that provides the same or improved outcomes at an equal or lower cost.

Understanding how Replacement Support works can help participants maximise their NDIS funding, enhance their independence and improve their quality of life. In this article, we will explain what Replacement Support is, the eligibility criteria and how to apply for it successfully.

What Is Replacement Support in the NDIS?

Replacement Support allows NDIS participants to substitute an existing NDIS-funded support with another option that better meets their needs. This ensures participants receive the most effective support while keeping their funding flexible and cost-effective.

By replacing an existing support, participants can:

  • Improve their independence by using a more practical or efficient support.
  • Achieve better outcomes by choosing a service or item that better suits their lifestyle.
  • Ensure cost-effectiveness by selecting an alternative that costs the same or less than the original support.

This option empowers participants to make informed decisions about their supports and adjust them as their needs change.

Who Is Eligible for NDIS Replacement Support?

Not all supports qualify for replacement. To gain approval, the proposed replacement must meet three key conditions:

  • It must be a direct substitution. The new support must replace an existing NDIS-funded support listed in the participant’s plan.
  • It must be cost-effective. The replacement support cannot exceed the total cost of the original support.
  • It must provide comparable or better outcomes. The alternative support must offer the same or improved benefits for the participant.

Additionally, the replacement support must be safe for the participant. If the request does not meet these criteria, the NDIS may not approve it.

Types of NDIS Supports That Can Be Replaced

The NDIS allows replacement for specific categories of supports, including:

Household Items

Participants can replace standard household items such as washing machines, dishwashers, or vacuum cleaners. However, they must demonstrate that the replacement:

  • Supports their disability-related needs.
  • Increases their independence in performing daily tasks.
  • Reduces reliance on a support worker or assistive technology.

For example, a participant who has an NDIS-funded laundry service may realise that buying a washing machine is a more cost-effective and practical solution. They can then apply to replace the service with the appliance.

Smart Devices and Accessibility Apps

Participants may also replace specialised communication or accessibility devices with smart devices such as tablets, smartphones, or smart watches if the replacement:

  • Helps them meet communication or accessibility needs related to their disability.
  • Improves daily functioning and independence.

For instance, a participant using a dedicated communication device may find that a tablet with a speech-to-text app provides the same function at a lower cost. They can apply to replace the device with a tablet and app that meet the same needs.

The NDIS does not currently allow replacements for supports that fall outside of these categories.

Example of NDIS Replacement Support in Action

Emily, an NDIS participant, currently uses a specialised communication device funded by the NDIS. Over time, she discovers that a tablet with a communication app offers the same functionality, is easier to use and costs less.

Because the tablet and app meet NDIS criteria, Emily can apply for Replacement Support. By making this switch, she continues to meet her communication needs while gaining additional benefits, such as portability and ease of use.

How to Apply for NDIS Replacement Support

If you believe a replacement support would be beneficial, follow these steps to apply:

Step 1: Gather Necessary Information

To improve your chances of approval, provide:

  • A detailed description of the replacement support, including its function and cost.
  • A clear explanation of which existing NDIS-funded support it will replace.
  • A justification of how the replacement support will provide the same or better outcomes than the original support.

Unlike other NDIS funding requests, this process does not require additional assessments or reports. A well-explained request is usually sufficient.

Step 2: Submit the Request

Participants or their authorised representatives (such as a Support Coordinator or Plan Manager) can submit the request to the NDIS.

Step 3: Await the NDIS Decision

The NDIS will assess the request and notify the participant of the outcome.

  • If approved, the NDIS will confirm approval via phone and in writing. The participant can then purchase the replacement support using their allocated funding. If additional costs, such as delivery or maintenance, apply, the NDIS will specify them.
  • If not approved, the NDIS will explain the decision. If denied, the participant cannot reapply for the same replacement support for 12 months unless their circumstances change significantly.

Things to Consider Before Applying

Before submitting a request, keep the following in mind:

  • Plan Management Adjustments – Some replacement supports may require small changes to how your plan is managed. The NDIS will discuss these changes if they apply.
  • Reapplying in Future Plans – If approved, the replacement support is only valid for the current plan period. Participants must reapply in future plans if they wish to continue using the replacement support.
